AML Compliance Drives Back-Office Modernization in Gaming and Hospitality

In 2025, the Nevada Gaming Commission and the Nevada Gaming Control Board launched one of the largest enforcement sweeps in the state’s history. In April 2026, the Financial Crimes Enforcement Network (FinCEN) proposed a major overhaul to Bank Secrecy Act rules, specifically targeting casinos and card clubs. Title 31 compliance slows down back-office operations by requiring casinos to track and aggregate transactions across a giant physical property. If a player buys $4,000 of chips with cash at a blackjack table, wins $4,500 at a slot machine and cashes out $3,000 at the main cage, their rolling cash total is $11,500. Under Title 31, this triggers a CTR.

Legacy Systems Cannot Meet Today’s Regulatory Requirements

Because legacy systems rarely talk to each other in real time, compliance teams have to manually comb through transaction data to combine these totals before the gaming day closes. Missing a transaction or failing to report suspicious behavior can lead to catastrophic civil penalties, license revocations or even criminal charges.

Recent state-level updates now require compliance executives to secure individual licensure. If a casino’s back office has a tracking breakdown, the compliance officer faces direct personal liability, potential jail time and career-ending bans.

In a legacy back office, compliance is entirely reactive. Compliance teams spend the morning after a gaming shift manually matching paperwork, spreadsheets and pit logs. If a player laundered money or structured transactions, the casino only finds out 24 to 48 hours later — long after the guest has left the property.
